November 4 – THQ – General John Larsson announced today the appointments of Colonels Philip and Patricia Swyers, currently Southern Territory chief secretary and secretary for women’s ministries respectively, to positions of territorial commander, USA West and territorial president of women’s ministries respectively. The appointments take effect on January 1, 2005. Both will be promoted to the rank of commissioner prior to assuming their new responsibilities.

“Life in this great Army has once again brought exciting opportunities to us. We look forward to working shoulder to shoulder with friends, soldiers and officers in the West,” he said. “We are committed to serving God and the Army and look forward to building on the territory’s rich heritage.”

Commissioner W. Todd Bassett, national commander, expressed confidence that “God’s hand is on this appointment.” He added “Colonel Swyers is noted for his strong attention to mission and the affirmation of the people who serve in the frontline of Salvation Army service.”

The Swyers will replace Commis-sioners Bill and Gwen Luttrell who will return to retirement in San Diego.

In commenting on the Luttrells’ service, Bassett, said: “The stature of a person is seen in their willing response to a potential crisis situation…in ‘stepping into the gap’ on a moment’s notice with strong leadership and sensitive hearts. I have admired the way in which they have brought experience and wisdom to this responsibility.”

Swyers, the son of officer parents, has a BBS in finance from North Texas State University and was commissioned in 1968. He and Patricia were married shortly thereafter and have spent most of their careers in corps and headquarters appointments in the South. Immediately prior to his current appointment as chief secretary in the South he served in a similar position in the Central Territory.

The couple has two sons, both of whom serve as corps officers in the South, and five grandchildren.
