On March 16, 2004, the West’s ad hoc strategy group will meet in San Diego at the Ray and Joan Kroc Community Center. This group will focus specifically on the elements of trust parameters, investment advice, project construction and management, and overall program guiding principles for the use of Mrs. Joan Kroc’s amazing donation. They will make recommendations to Commissioner Linda Bond for consideration by April 19, 2004.
This group is not responsible for the implementation itself, but for the development of the framework in which the implementation will take place. Participants have varied backgrounds professionally and various levels of knowledge of the Army. It is hoped that the interactions will bring forth strong and sound recommendations for the best use of the donation. The Western Territory is fortunate to have the historical perspective of the San Diego Kroc Center.
It is anticipated that the gift amount for each territory, based on the donation in excess of $1.5 billion dollars, will be around $400 million. This gift will be handled with careful and deliberate thoughtfulness as an investment for the future.
Participants include: Lt. Colonel Donald Bell, Lt. Colonel Kurt Burger , Bill Flinn, Majors Tim and Cindy Foley, Ed Freeman, Sandy Gabel, Major Dave Hudson, Arthur Langley, Irene Lewis, Commissioner Joe Noland, Lt. Colonel Doug O’Brien, Rob Pace, Major Carol Seiler, Captain Kyle Smith, Tom Stein, and Art Stillwell.
Criteria for the locations should be outlined in concept by this group, although specifics will not be ready for release until after Bond has decided on the direction to be taken as suggested by the recommendations. Please be in prayer for wisdom as this group convenes.
