Pair to succeed Commissioner Paul and Carol Seiler
General André Cox appointed Colonels Bradford and Heidi Bailey as territorial leaders with the rank of commissioner in the USA Central Territory, effective July 2 and July 1, respectively.
The Baileys, officers of the USA Central Territory, currently serve respectively as Chief Secretary and Territorial Secretary for Women’s Ministries in the USA Southern Territory. They will succeed Commissioners Paul and Carol Seiler, officers of the USA Western Territory who have led the USA Central Territory since May 1, 2010, and are set to retire from active service.
The Baileys married in 1978 in Kansas City, Missouri, and were commissioned as Salvation Army officers from the College for Officers Training in Chicago in 1982. Following two corps appointments in the USA Central Territory, the Baileys began overseas service in the South America West Territory in August 1988 with their two daughters, Danielle and Lindsey.
During their 13 years of overseas service, the Baileys served as Corps Officers, Territorial Youth Secretaries and Divisional Leaders for the Central Division in Santiago, Chile. Upon returning to the USA Central Territory, the Baileys served four years as Corps Officers of the Oakbrook Terrace Corps in Chicago, during which time 23 people entered full time service as officers in the ranks of The Salvation Army.  Three years as Command Leaders of Spain followed, after which they returned to South America West Territory as Chief Secretary and Territorial Secretary of Women’s Ministries. Before moving to the Southern Territory in 2012, the Baileys served as Under Secretaries in the Americas and Caribbean Zone at International Headquarters for over 2 years.
