At the time of the 9/11 attacks, Commissioners Joe and Doris Noland, Commissioners William and Marilyn Francis and Commissioners James and Carolyn Knaggs held top leadership positions in the Eastern Territory: the Nolands as territorial commander and territorial president for women’s ministries, the Francises as chief secretary and territorial secretary for women’s ministries, and the Knaggs as secretary for personnel and territorial League of Mercy secretary.
